Biographical information

Mikhail Anatolievich Chernyshev was born on March 6, 1950 in the city of Rostov-on-Don. After leaving secondary school with silver medal in 1967, he entered Rostov-on-Don Institute of the agricultural machine building, thus continuing engineering dynasty of his family. All labor activity of M.A. Chernyshev is closely linked with Rostov-on-Don.

In 1972, upon obtaining Diploma with honors on specialty “Instrumentation of precise mechanics” and being a young specialist, he was assigned to Rostov R & D Institute of radio communications, where he worked as an engineer and later on as an engineer-designer of the first category. He was involved in active rationalization & invention work and obtained some copyright Certificates to this effect.

From 1980 to 1985 he was engaged in Party work.

From 1985 he worked in various bodies of the executive power: Deputy Chairman of the Executive Committee of the Soviet of People’s Deputies in Proletarsky district, Deputy Head of the organizational and instructor department of the Executive Committee of Rostov Regional Soviet of the People’s Deputies and the Head of local administration of Proletarsky district in the city of Rostov-on-Don.

The Rostovians demonstrated repeatedly their faith in Mikhail Anatolievich, electing him as their Deputy of the City and District Soviet of the People’s Deputies.

In July of 1993, M.A. Chernyshev was assigned as the Head of Administration of the city of Rostov-on-Don and in 1994 he was elected as the Deputy of the City Duma and the Head of local self-government authorities of the city.

In December of 1996, M.A. Chernyshev became the first elected Mayor of the city of Rostov-on-Don. About 78% of the local electors gave their votes in his favor. In 2000 and 2004 many Rostovians elected him again as the Mayor of Don capital. Therefore, in December of 2004, M.A. Chernyshev was elected as the Mayor of the city for the third time and for the period of five years.

M.A. Chernyshev is the Chairman of the Association of the municipal entities of Rostov region, vice-President of the Association of the cities of the south of Russia. In addition, he is the member of the Board of the Congress of the municipal entities of the Russian Federation and official representative of the Russian Federation at the Chamber of local authorities of the Congress of the local and regional authorities in Europe.

For his multi-year and fruitful work, for his sensible contribution into the social and economic development of the city, in 1997, M.A. Chernyshev was awarded the Order of the People’s Friendship and in 2000 he was awarded the order of Honor. In 1999 he was awarded the Sign “Honorable Builder of Russia.”

M. A. Chernyshev is a Doctor of economic sciences.

M.A. Chernyshev is a versatile sportsman. Thus, he has several sporting grades in swimming, chess and shooting. He is fond of football and plays lawn tennis. He is a principal fan of the female handball team “Rostov-Don”.

He is married and has two daughters.

Heading various representative and executive bodies of the municipal self-government authorities, Mikhail Anatolievich Chernyshev carries out a purposeful and fruitful work on development of the social infrastructure, improvement of the municipal economy in new economic environment and on establishment of the reliable self-government system of the city.

From 33 years of his labor activity, more than 20 years M.A. Chernyshev works in the leading positions in various executive bodies of the city and region. He is highly professional and experienced manager, who made serious contribution into development of the local self-government system and that of the city economy, as well as into solution of various city-planning problems and those of the urban life-support system and into improvement of the social conditions of many city residents.

Being active member of the Commission at the President of the Russian Federation on the problems of the Federal relations and local self-government, M.A. Chernyshev is engaged at the local level in solution of various problems, referring to subsequent development and introduction of the fundamental principles of the local self-government system.

Upon initiative of Mikhail Anatolievich, in our city it is active a comprehensive plan of the social and economic development of the city for a period up to 2010 and it is implemented successfully the Project of the territorial economic development of the city for a period up to 2005, approved by the City Duma. Said Project comprises more than 20 various programs, such as “Living Housing”,  “Reconstruction and modernization of the dwelling houses, built during 60s”, as well as  “Ecology”, “City water-springs”, “Gasification” and many others.

In addition, the principles of the program & targeted approach to solve various problems of the city development, elaborated under his guidance, permitted to provide stable annual increase of the investments amount into all branches of the city economy, which have grown up 2,5 fold, as opposed to 2000 and reached 23,3 billion rubles in 2004. The investment policy, pursued in the city, promotes to the inflow of considerable capital investments and to the development of the industrial sector of the city economy, thus providing stable growth of the production output. Meanwhile, the amount of industrial produce increased more than 3fold, as opposed to 2000. Respective index of the real amount of the industrial production made up 120,7% in 2004. On the other hand, the produce amount, manufactured by the minor business enterprises, increased 4fold and reached 35 billion rubles in 2004.

The amount of investments, made into construction sphere, increased 3,8fold. In 2004 the amount of the living housing, put into operation, made up in general, 581,5 thousand m2. During previous 5 years more than 27 000 Rostovians families obtained their living housing with all amenities, including within the frameworks of the municipal hypothecary program – 1756 Rostovians families. During the same five years, more than 2,4 thousand families were resettled from the wrecked and decrepit houses and they have resettled also people, living in 440 common flats.

In Rostov-on-Don, in one of the first cities within Russian Federation, it has been erected a whole complex of special houses, meant for living of the elderly solitary citizens and disabled people, numbering 250 apartments, in which reside now 281 such people. In October of 2004 it was commissioned the third stage of said special living complex, numbering 103 apartments, in which reside now 113 people more.

The investments amount into the capital repair of general secondary schools increased 4,3fold. Currently, it is under construction a unique edifice of the musical school, meant for 700 pupils.

More than 2,5 billion rubles were invested into construction, reconstruction and retrofitting of various facilities, belonging to the housing and communal economy. Thus, installation of more than 1000 units for accounting of thermal energy consumption, followed by relaying of more than 50km of thermal networks, using the newest energy-saving materials and modernization of the available boiler-houses through fitting them with efficient electric equipment permitted to reduce in 2004 the rates of thermal energy consumption for local population and respective monthly payment rates by 14,3% to the tune of 29,1 million rubles.

Thus, 354 water pumping stations, installed in the multi-storey buildings, permitted to save 9,3 million kW/h of the electric power to the tune of 9,5 million rubles in 2004. In addition, it was accomplished relaying of more than 40km of the water supply and wastewater disposal networks, using new pipelines, made of the polymer materials. Added to this should be fulfillment of complex works on annual reconstruction of 25-30km of the inter-house water supply networks and individual water supply inputs, using advanced technologies and newest materials. As a result of all said works done, respective economic effect made up 35 million rubles per year.

Various private managing companies are actively involved on the contest basis into management and operation process of the available housing stock. In our city there were established 782 partnerships of the housing owners under whose direct guidance there is respective housing stock, total area of which exceeds 3700 thousand m2, which made up about 34,3% of the whole available housing stock.

In 2003, upon initiative of M.A. Chernyshev and for the first time in Russia in our city it was introduced a long-cherished system for handling of the production and consumption wastes, entitled “Clean City”, owing to which it has improved sensibly existing sanitary condition of the city. Accordingly, during previous five years the amount of the wastes utilization increased 1,6 fold, namely from 360 thousand tons to 565 thousand tons per year.

It is worthy to note that city authorities managed to raise sensibly the quality of the public transport services, as well as to create equal conditions for operation of the passenger motorcar transport, irrespective of the ownership pattern of the involved enterprises and to gain optimum operation of the ramified rout network of the city buses. Thus, during last three years there were substituted 450 obsolete buses and there were inaugurated 15 new city bus routs. 8 city bridges and the whole series of the principal urban mainlines underwent capital repair, the total work amount of which exceeded 3 million m2. In addition, there were repaired more than 820 thousand m2 of the inter-block passages.

An important place in the activities of M.A. Chernyshev takes the matters, referring to the improvement of the social protection system of the local population. Thus, under his direct participation it was elaborated in 2004 a comprehensive municipal program, entitled “Main trends of the Program of special measures on social protection of the local population of the city of Rostov-on-Don for 2001-2004”, which was approved by the City Duma.

Large-scale actions, devoted to the 60-year anniversary celebrations of the Victory in Great Patriotic War, were held in the city. Thus, from available financial resources of the city budget and from other off-budgetary financial resources there were allocated in total 22,4 million rubles for the following purposes: celebration of central actions, publication of the books, repair and restoration works on existing memorials, repair of the living apartments of the war veterans, various excursions and payouts to the rear service laborers during the war time.

To accomplish various actions, stipulated by the city program for the development of the public health system during 2001-2004 there were allocated more than 820 million rubles. Main priority in strengthening of the material and technical base was given to various children medical establishments, maternity hospitals, first medical aid stationary units and to other socially important establishments.

In 2000, Rostov-on-Don City Duma has approved the “Program for preservation and development of the cultural and arts establishments in the city of Rostov-on-Don for 2000-2005 years”, the initiator of which became also M.A. Chernyshev. This Program was adopted with a view to preserve, support and develop our municipal libraries, arts schools for children, city parks of culture and recreation, local zoo, as well as to preserve available historic and cultural monuments. With a view to accomplish said Program in the city of Rostov-on-Don and under direct auspices of the City Mayor there are arranged annually various international contests and festivals, such as the international theatrical festival, entitled “Manifest”, theatrical festival, entitled “The Russian Comedy”, as well as international jazz and such other festivals.

Within the frameworks of the social program, entitled “Health of the Nation” (for 2001-2005) there function successfully the following two municipal sporting units: the rowing channel “Don”, representing official center for Olympic preparation of the Russian sportsmen and the sporting & tourist center “Don”. Thus, 17 Rostovians participated in the Olympic Games, held in Athens in 2004 and won 7 Olympic medals, 2 of which are golden ones.

As his personal contribution into the development of the spiritual life and rehabilitation of the historic justice, M.A. Chernyshev considers establishment of the active interaction with official representatives of different ecclesiastical concessions and participation in the restoration of once ruined temples. Thus, during previous 5 years there were built and restored 7 such temples.

Rostov-on-Don is the only city of Russia, which has been voted for 3 successive times the winner of the All-Russian contest, dedicated to the financial rehabilitation of the Russian economy and called “The Russian Ruble” in the nomination, entitled “The best city of the Russian Federation in terms of economic indices of the financial development”. According to the results of 2003, they conferred to the city of Rostov-on-Don special prize, called “For the best quality of the management in the sphere of social development of the city”. In March of 2004 they conferred to our city the honorable title “The city of 2003” within the frameworks of the contest, entitled “Russian National Olympus”.

In March of 2007, for his multi-year work in various executive authorities and active labor for the benefit of his native city by virtue of the Decree of RF President, Mikhail Anatolievich Chernyshev was awarded the Order “For Merits before the Homeland” of IV degree.
